Compliance

What is a solar Certificate of Compliance (CoC) in South Africa?

A Certificate of Compliance (CoC) is a legal electrical safety document issued by a registered installation electrician confirming the work meets SANS 10142 / applicable electrical regulations. For solar, you need a CoC for the installation — it is not optional, does not replace SSEG registration, and is usually required for insurance and municipal paperwork.

Answer first: A Certificate of Compliance (CoC) is a legal electrical safety document issued by a registered installation electrician confirming the work meets SANS 10142 and the Electrical Installation Regulations. For solar (and for a home EV wallbox), you need a CoC for the installation — it is not optional, it does not replace SSEG registration, and insurers / municipalities routinely ask for it.

CoC vs SSEG vs PV GreenCard

DocumentWhat it provesWho cares
CoCElectrical safety of the installation under SANS 10142Law, insurers, buyers, municipalities
SSEG registrationDistributor authorisation to connect generation/storage to the gridMunicipality / Eskom, NERSA framework
PV GreenCardSAPVIA industry as-built / quality programmeBuyers wanting extra QA — not a legal substitute for a CoC

Red flag: any quote that treats the CoC as “optional”, “later”, or “only if you sell the house”. Detail on GreenCard: PV GreenCard. SSEG path: do I need SSEG? and application steps.

What the CoC covers on a solar job

  • DB changes, breakers, isolators, earthing and bonding
  • AC and DC cable sizing and protection (including surge protection where required)
  • Inverter AC connection and backup / essential-load wiring
  • Any generator changeover / ATS interlocks — ATS explained
  • EV charger circuits when installed in the same project — EV wiring & CoC

The person who signs must be a registered person entitled to issue CoCs for that work. Ask for their registration details on the quote, not only the company’s marketing name.

Why it protects your rand

A non-compliant board is a fire and shock risk; it can also void insurance after a claim and slow a property transfer. Fixing a botched install later usually costs more than doing the CoC properly once. When you compare quotes, itemised CoC labour is a feature — not padding.

What to demand in writing

  • CoC included and named as a deliverable before final payment
  • Who issues it (registered person) and approximate timeline after install
  • Whether SSEG application, NRS 097 certificates and as-built drawings are included or priced separately — NRS 097
  • Handover pack: CoC copy, serial numbers, app login, essential-load list

EV chargers need a CoC too

A dedicated wallbox is an electrical installation. Nightly high-current charging on a kitchen plug is a consumer safety risk; put daily charging on a dedicated circuit with a CoC. Cost bands: home EV charger cost. Pillar guide: EV charging SA.

SA caveats

This page is educational, not legal advice. Municipal SSEG forms and Eskom processes change; your distributor’s checklist wins. A CoC does not authorise export — SSEG / metering does. Keep paper and PDF copies with insurance documents.

Who may issue a CoC

Only a person registered to do so under the Electrical Installation Regulations — typically a registered installation electrician (and related categories as applicable). Company letterheads do not replace a named registered person. If the quote cannot name who signs, treat that as a risk flag equal to a missing inverter model.

After alterations and additions

Adding a battery later, moving the DB, or installing an EV wallbox usually needs fresh compliance paperwork for the altered portion. Do not assume the 2023 solar CoC covers a 2026 charger circuit. Plan upgrades with the same electrician where possible so documentation stays coherent.

Buying or selling a house with solar

Transfer attorneys and banks increasingly ask for electrical compliance. A missing CoC can delay registration or force a last-minute electrician visit at panic prices. Keep digital and paper copies with the title deed pack, SSEG approval and warranty certificates.

Quick FAQ

Is a CoC the same as a municipal solar permit? No — different processes.
Does DIY void the chance of a CoC? Unregistered work is the core problem; see DIY risks.
How long is a CoC “valid”? It certifies the installation at issue; major alterations need new compliance work.

Test instruments and what “tested” should mean

A proper CoC process includes visual inspection and measured tests (insulation resistance, earth continuity, polarity, RCD operation where applicable, and other checks required by the standard for that installation type). If an electrician offers to “just sign” without attending site, walk away. Your leverage is final payment tied to delivery of the signed CoC PDF plus serial list.

How CoC failures show up in real life

  • Undersized AC breakers on hybrid output
  • Missing DC isolators or incorrect polarity labelling
  • EV charger sharing a kitchen circuit with no dedicated protection
  • Generator neutral bonded in two places
  • Surge protection omitted on exposed coastal sites where the design called for it — SPD FAQ

Each of these is cheaper to fix before plaster dust settles than after the ceiling is closed.

CoC and the quote payment schedule

A consumer-friendly schedule might look like: deposit on order, progress payment after modules are on the roof, final payment on CoC PDF + working app + SSEG submission proof. Avoid 100% upfront. If a financier pays the installer directly, still demand the same document triggers. Rent-to-own contracts should state who holds the CoC and warranties mid-term — finance guide.

For EV-only jobs without PV, the same discipline applies: no final payment without the charger circuit CoC. Combine solar + charger visits when you can to avoid two scaffolding cycles and two compliance rounds.
