Tariffs & SSEG

Do I need a bi-directional meter for solar in South Africa?

If you want export credits, yes — your distributor needs a meter that separately records import and export (often a bi-directional or AMI smart meter on an approved SSEG tariff). If your hybrid is set to zero export and you only displace your own loads, some sites run without export metering, but you still need lawful SSEG authorisation where required and a CoC. Never assume prepaid tokens already measure export.

Answer first: Match the meter to the tariff you want. Export credit tariffs need proper bidirectional / AMI metering. Self-use-only systems still need safe anti-islanding and, in most metros, registration — metering is not the only compliance gate.

What “bi-directional” means on a municipal letter

The meter must register energy you buy and energy you push. Older unidirectional Ferraris-style or prepaid meters that only decrement tokens will not support feed-in credits. Cities solve this with AMI smart meters (Cape Town’s Home User path), TOU conventional meters (City Power framing), or distributor-specific SSEG meters. Exact device lists change — ask the SSEG office which SKUs they accept this year.

Metro snapshots (2026/27 framing)

  • Cape Town: Home User SSEG with AMI; feed-in 107.98 c excl. + 25 c incentive excl. (≈152.93 c incl. combined framing on our tariff desk). AMI charge appears as its own line when fitted.
  • City Power: Export credit path tied to TOU conventional — prepaid customers should plan a migration before modelling credits.
  • Tshwane / eThekwini: SSEG fixed or kVA access charges sit beside whatever meter they specify — confirm before deposit.

Cost and downtime — what to ask in writing

  1. Who supplies the meter — metro, Eskom, or installer?
  2. Application fee vs device fee vs labour?
  3. How many days offline for the swap?
  4. Does the hybrid need a CT / meter Modbus re-commission after?
  5. When do export credits start appearing on the bill?

Prices vary by distributor and tender; Solar News 24 will not invent a rand figure. Get the quote from the utility or the installer’s SSEG clerk. Prepaid migrations especially need a token-to-conventional plan — prepaid + solar.

Zero-export as a temporary strategy

Hybrid settings can hard-limit export while you wait for a meter appointment. That protects compliance but leaves midday surplus on the table unless you shift loads (geyser, pool, EV, laundry). Timers often pay back faster than arguing with a crowded scheduling queue — self-use first · pool pump · EV from solar.

Owner red flags

  • Installer says “the prepaid meter is fine for feed-in.”
  • No written SSEG application number before switch-on.
  • Export CT installed backwards (bill looks insane for a month).
  • AMI fitted but tariff code never changed — credits will not appear.

How credits fail even with the right meter

  • Tariff code never flipped to the SSEG / Home User / TOU export product.
  • CT orientation reversed — import and export swapped on the bill.
  • Hybrid export limit left at 0 W after the meter arrives.
  • Customer account in arrears — some cities withhold credits.
  • Legacy incentive riders (e.g. Cape Town’s 25 c excl. SSEG incentive) assumed permanent in a 20-year spreadsheet.

After the swap, read the first two bills line-by-line with the installer on a call. Screenshot the portal export kWh and match them to the credit line.

Eskom Homeflex / Gen-offset note

Eskom Homeflex customers should read the Gen-offset rules separately from metro SSEG tables. Export settlement and metering responsibilities differ when Eskom is the distributor — Homeflex Gen-offset. Do not paste Cape Town cents onto an Eskom rural feeder.

AMI, privacy and outages

Smart meters enable remote reads and sometimes remote disconnects under utility rules. Ask what data the metro stores and whether your hybrid’s own meter remains the system of record for warranty throughput. During meter swaps, hybrids can briefly sit idle — schedule daytime so fridges stay on battery if you have one.

Decision tree

  1. Want export credits? → Apply for the correct SSEG tariff + approved bidirectional/AMI meter.
  2. Waiting on the meter? → Zero-export + aggressive self-use timers.
  3. Never exporting by design? → Confirm whether your distributor still requires registration/notification for grid-tied hybrids (most do).
  4. Prepaid today? → Get the migration path in writing before you pay the hardware deposit.

Installer scope split that prevents finger-pointing

Write it into the quote:

  • Who lodges the SSEG forms and tracks the reference number.
  • Who pays the metro/Eskom meter fee.
  • Who attends the swap day and re-commissions CTs.
  • Who verifies the first credited bill with you.

Orphaned “client to arrange meter” clauses are how systems sit zero-export for six months while everyone shrugs. A good installer either owns the process or introduces the licensed wireman who does.

Commercial sites add NMD and sometimes check meters — different paperwork, same principle: metering design before hardware lands on site — commercial SSEG · demand charges.

Bill literacy after the swap

Your first credited statement should show separate import and export kWh (labels vary: “active energy import/export”, “kWh received/delivered”). Multiply export kWh by the published credit rate and compare to the credit rand line. A 5–10% gap can be timing (billing cut-off vs portal midnight); a 50% gap usually means the wrong tariff code or a CT issue.

Keep a simple monthly spreadsheet: portal production, self-consumption, import, export, credit rand, fixed charges. After three months you will know whether more panels, a battery, or a geyser timer is the next rand-positive move — monthly savings · bill still high.

Prepaid migrations that surprise exporters

Several metros will not credit export on a residential prepaid token meter. City Power’s exporter path, in particular, is widely described as a move onto a conventional / TOU product with a bi-directional or AMI meter before Cash-for-Power style credits appear. Budget weeks for the application, the meter appointment, and the first clean bill — not the afternoon the panels go up.

Ask in writing: (1) which tariff code you will land on, (2) the meter fee and who pays it, (3) whether any legacy prepaid credit is forfeited or transferred, and (4) whether the hybrid must sit at zero-export until the swap. Put those four answers on the quote cover next to kWp. Related: prepaid + solar · token tips · fixed charges.

If you never plan to export, say so early. Zero-export with lawful SSEG/notification still beats an illegal parallel that fails insurance when something burns — and it avoids paying for a meter you will not use.

Quick questions

Can I get paid cash for exports?

Most metros credit the municipal account. Cape Town’s Cash for Power path is narrower and rule-bound — confirm on the City’s current page, not a Facebook summary.

Is a bi-directional meter the same as a smart meter?

Related but not identical. AMI smart meters are often bidirectional and remote-readable; some bidirectional meters are not full AMI. Ask for the approved device list.

Do I need one for a pure backup UPS with no panels?

Usually no export metering if there is no grid-tied generation. Hybrid PV is the trigger for SSEG metering conversations.
